The EC is asking for a project which conceptualizes and develops new European social media platforms that focus on CITIZENS' (of all countries and languages) safety, mental health, privacy and ease of use. To that we will add, evidence of Learning.

This is an outline of a potential project and my ideal parties who would create, in concrete form, a proof-of-concept.

This project is built around the ATProtocol (ATP) so, to be clear, its networks or platforms (as they may be called by the less technically minded) already include (say) 3,500 large and small Personal Data Server (PDS) operators. Bluesky PBC is its founding member.

Up to this stage, Bluesky have raised pennies and funded almost all developments of the protocol and applications; the microblogging application being the most mature. In Europe those PDS operators holding the most promise are Eurosky and Wsocial. Between the two PDS operators are all the elements of two separate approaches to the European end of an open social ecosystem.

One note, as I've been through the establishment and merger of a few media "assets". We can see the usual friction between the advertising/marketing managers (Wsocial) and the technical/editorial (Eurosky) teams. Progress of "our tender" will be based upon the major PDS operators agreeing, and signing, the charter and operation of the Swiss PLC Association. (The Atmosphere Association?)

The Swiss Association will/should be the tender lead.

Background and Overview

I'll write this as a stream of consciousness, listing the potential parties with links. Everyone will have their ideas, and hopefully, contributions to this framework. To start:

The concept of a Lifelong Learning account is nothing new here, Its been bubbling up for the past 14 years inside the echo chambers of European National Research and Education Network(NREN) for decades.

This is a recent presentation about Lifelong Learning by Christoph Graf (at 01:03:00) from SWITCH, the Swiss NREN. It is the best overview of every European Public Network operator's perspective on the fact that US companies own the keys to almost every public network. i.e. Issue most users' online identity

"For European public administrations, this means that the layer of infrastructure responsible for authenticating every user and authorising every access decision is, in most cases, operated by a vendor incorporated in the United States and subject to American law."

N.B. One must know what edugain is.

European Lifelong Learning Accounts/PDS and applications will need to be (logically) hosted by European NREN. Other PDS operators may spring up who address very different audiences. It will be up to the Swiss PLC Association to agree on which of them have merit.

Each AT Protocol user is already offered the basis of a Lifelong Learning Account. Its called Sifa ID. I would suggest this will be repackaged for a younger audience and extended to enable the choice of seamless verification by ZKP means to eIDAS attributes.

I'll leave this section - about an eID Privilege Levels and EUDI Wallet's Framework - open for comment from people who are better qualified than I.
