I like the idea of keeping arbiters separate from the PDS, and acting more as a proxy layer to govern how a community runs. Some might want different roles and permissions, others might just want an admin/member setup, etc. It would be nice to make sure those are easy to migrate between since needs may change as a community evolves over time.
Although I am curious how we might enforce that requests are governed by the arbiter instead of going directly to the PDS and bypassing any roles/restrictions set up by the arbiterI love the idea of Layoff University.
